Haiti: OEA Puts Pressure on Transition and Announces Decisive Visit by Its Secretary General

Port-au-Prince, Monday, June 22, 2026 – As insecurity continues to weaken the Haitian state and expectations surrounding the transition process continue to mount, the Secretary General of the Organization of American States (OAS), Albert R. Ramdin, has issued a clear message: the ongoing transition must produce concrete results and lead directly toward credible elections.

This statement was made on Sunday following a meeting with Haiti’s Minister of Foreign Affairs, Raina Forbin, on the sidelines of the 56th OAS General Assembly held in Panama.

In a context marked by political instability, violence from armed groups, and a persistent humanitarian crisis, the OAS chief insisted on the need to succeed in the current transition in order to restore security, rebuild trust in institutions, and enable a return to constitutional order.

“The transition in Haiti must succeed,” Albert Ramdin emphasized, stating that it represents the only pathway toward organizing “credible, inclusive, and peaceful” elections.

This position comes as many observers question the ability of the transitional authorities to meet the political timeline and create the minimum conditions necessary for holding the vote.

Beyond statements of solidarity, the Secretary General recalled that the transition process must remain “focused” and geared toward tangible progress.

According to him, the success of this phase will depend on several factors: improved security, the strengthening of democratic institutions, the accountability of political actors, and consideration of the population’s humanitarian needs.

Albert Ramdin announced his intention to travel to Haiti in the coming weeks.

This visit is intended to allow him to continue consultations with national authorities, political representatives, civil society organizations, and regional and international partners involved in the Haitian dossier.

The stated objective is to strengthen coordination between the OAS, the Caribbean Community (CARICOM), the United Nations, and other actors engaged in the search for a sustainable solution to the crisis.

United Nations Secretary General António Guterres visited Haiti on Tuesday, June 16, 2026. During this intense day, he met with Haitian authorities, representatives of civil society, and displaced families. At the end of this busy day, he delivered a speech filled with hope and urgency, calling on the international community to fully assume its responsibilities in the face of the multidimensional crisis affecting the country.

Speaking to the press gathered at the BINUH headquarters at the Karibe Hotel in Pétion-Ville, António Guterres had sought from the outset to reassure the Haitian people: “I came to Haiti with a simple message: you are not alone. The United Nations stands with you. And the world has no right to look away.”

The UN chief did not minimize the gravity of the situation, citing alarming figures: 6.4 million people are in need of humanitarian assistance, nearly 1.5 million are internally displaced, and more than 2,300 people have been killed since the beginning of 2026 due to gang violence.
