Amid an escalating security crisis and enduring social unrest, the President of the Transitional Presidential Council (CPT), Fritz Alphonse Jean, convened his second Council of Ministers meeting on Monday, April 14, 2025. During the session, the government adopted an emergency financial package described as a “war budget,” totaling 36 billion gourdes. A significant portion of the allocation is directed toward bolstering national security.
According to an official communiqué released following the meeting, 37 percent of the budget—more than 13 billion gourdes—has been earmarked for reinforcing the country’s security apparatus. This includes enhancing intelligence capabilities and procuring specialized equipment for both the Haitian National Police and the Armed Forces of Haiti. The government’s objective is to reclaim territories under the control of armed groups and restore state authority in areas most severely impacted by violence.
In a parallel effort to secure the nation’s borders, 17.24 percent of the budget will be allocated to infrastructure development and border management initiatives. These funds will support the deployment of surveillance systems and measures to regulate migratory flows, with the broader aim of safeguarding national sovereignty and promoting regional stability.
The CPT has also addressed the country’s pressing social needs. Approximately 16.43 percent of the emergency budget will be directed toward critical social programs in the sectors of education, healthcare, humanitarian assistance, and support for vulnerable populations. This component seeks to mitigate the profound impact of the crisis on the most affected communities.
