Who are the 28 judges not certified by the CSPJ?

There are 28 magistrates who have been pinpointed by the Technical Commission for the Certification of Magistrates (CTC), an authority of the Superior Council of the Judiciary, an organization that controls, regulates and administers the Haitian judicial system.
According to the minutes of the CTC 26, some magistrates are highly disparaged and suffer from a lack of moral integrity.
Furthermore, the minutes of the CTC state that the magistrates Merlyn TOUSSAINT and Yvelt PETIT-BLANC were not certified due to insufficient academic qualifications and facilitation of the enlargement of notorious presumed criminals.
