RNDDH denounces the carnage in the Cul-de-Sac Plain and recommends financial, medical and psychological support for survivors

The National Human Rights Defense Network asks the Central Directorate of the Judicial Police to investigate the close relationship between certain journalists, public figures and armed bandits in the context of the Cul-de-Sac Plain case

From April 24 to May 6, 2022, the 400 Mawozo armed gang attacked Chen Mechan’s base in his stronghold, Croix-des-Missions. During the violent confrontations that followed, 191 people were murdered: 107 men, 76 women, 6 girls, and 2 boys. At least 18 women were raped, according to RNDH.
In a lengthy 33-page report made public on Monday, June 27, 2022, the National Human Rights Defense Network (RNDH) protests that from the first day of the attack, April 24, 2022, police equipment, including at least one (1) armored vehicle assigned to the Departmental Unit for the Maintenance of Order (UDMO), was used by members of the G-9 an Fanmi e Alye to come to the aid of the weakened Chen Mechan base. Chen mechan being allied with the armed coalition. However, according to the organization, it took five (5) days before the police institution decided to patrol the area.


For RNDDH, it is clear that the equipment and materials assigned to the UDMO were acquired by state authorities for the benefit of G-9 an Fanmi e Alye. As proof, RNDDH points to the fact that these materials are always used during fights between armed gangs, not to help and protect the civilian population, but to support the bandits who are members of the G-9 an Fanmi e Alye. RNDDH officials recall that armored vehicles assigned to the UDMO
have been used repeatedly in many other massacres recorded in the country since 2018.

In the context of the Carnage of the Plaine du
Cul-de-Sac, RNDDH clearly judges that, the police institution has opted for a non-interventionist posture, despite the many distress calls that have been made by the population at bay. For the network, waiting five (5) days before intervening on the ground is simply choosing to deliberately hand over the population to the fury of the gangs.

Two (2) months after the carnage, RNDDH deplores the fact that the judicial authorities are wading through the prosecution of cases that are not yet likely to be initiated. However, the witch hunt continues with members of the Chen Mechan base who, under the pretext that members of the population are providing information to the 400 Mawozo gang, are murdering youth.
Furthermore, RNDDH does not understand that in this context of terror where members of the population are murdered every day, journalists and other public figures are campaigning for armed bandits in a failed attempt to present them as peaceful citizens or as armed groups defending a vision.

For RNDDH, the armed gangs that have been sowing grief in families for so long are true criminal associations, which include criminals who want to control strategic areas to preserve their political, economic, electoral and financial interests, while allowing their relatives in power to maintain their position.
