The incident occurred on December 26, 2022 during a party organized by the youth of the Boukan Lapli neighborhood in Frères in the commune of Pétion-ville. This party organized every year-end attracts many young people from the surrounding neighborhoods. Clément Emmanuel, an employee of Digicel, who lives in the vicinity was present like many other young people who are looking for recreation at the end of the year. Following an altercation, police officer Frantzdy Osias, fresh out of the 31st PNH class, pulled out his gun and shot Clément Emmanuel, who was already on the ground after being pushed by his opponent, at point blank range, according to some witnesses. Hit by two bullets, Clément Emmanuel was rushed to the hospital. According to the victim’s family members, his condition is critical.
The hospital where he was transported was not able to operate on him to remove the bullets from his body. His relatives are currently taking steps to transfer him to another hospital capable of handling his case.
Residents of the Boukan Lapli neighborhood took the opportunity to denounce the often aggressive behavior of police officer Frantzdy Osias, who has disappeared since his death, according to residents.
The family of Clément Emmanuel promises to take legal action against police officer Frantzdy Osias.
