Major PNH and GSF Operation Against Gangs in Port-au-Prince

A large-scale police operation was conducted on Sunday afternoon (November 2, 2025). The action took place in the stronghold of the gang led by Albert Stevenson, also known as “Jouma,” in Simon/Pelé. This intervention mobilized dozens of officers from elite units. It aimed to retake control of this strategic zone on the airport road in the Haitian capital.
SWAT (Special Weapons and Tactics), UTAG (Anti-Gang Tactical Unit), UDMO (Departmental Unit for Maintaining Order), and Gang Suppression Force (GSF) officers entered the area. Armored vehicles supported them, and they deployed kamikaze drones, according to security sources. The raids struck several neighborhoods, including Village Solidarité and Cité Militaire. Criminals have long controlled these areas.
Gunfire exchanges lasted several hours, panicking residents. Law enforcement used tear gas to dislodge suspects.
Police neutralized several heavily armed individuals during particularly intense confrontations, sources confirm. However, the operation did not capture gang leader Jouma, the primary target.
This action is part of a series of joint operations by the Gang Suppression Force (GSF) and Haitian National Police (PNH). These operations have intensified over the past week in Artibonite and Port-au-Prince, according to a GSF statement released Monday. The statement reads: “On Sunday, November 2, 2025, specialized units from the GSF and PNH conducted targeted operations in Simon Pelé and Village Solidarité. Several gang members who attempted to resist were neutralized. Others fled with serious injuries.”
The Gang Suppression Force reported that coordinated actions also took place along Haile Selassie Avenue in Village Solidarité. Security forces targeted gang hideouts near Bernard Mevs Hospital and cleared surrounding roads by removing heavy barricades that gangs had erected to obstruct law enforcement movement.
In Petite-Rivière de l’Artibonite, patrol teams maintained dominance throughout the week. These efforts culminated in officers targeting the “Gran Griff” gang in Dofouno and the Canal area on October 31 and November 1.
Efforts in Artibonite are already bearing fruit. Residents are returning to their homes. Schools have reopened, and commercial activities are gradually resuming. The international force reports that agricultural activities are recovering and rice field harvesting is underway.
The joint GSF-PNH teams recently received new armored vehicles and are currently working to open and repair roads, improving mobility and access for local communities.
The GSF states it remains committed to pursuing its mandate to combat gang violence. The goal is to restore stability so that Haiti can once again stand proudly in peace and security. This operation represents one of the most significant assaults against armed gangs in months in the Port-au-Prince metropolitan region.
