The Haiti Roadmap Coordination Group met on November 12, 2025. The group includes representatives from the United Nations, CARICOM Group of Eminent Persons, Haitian authorities, the Organization of American States (OAS), and the United States. They reviewed progress on security, governance, and election preparations in Haiti.
The discussions stressed the urgent need for coordinated regional and international action, specifically: increasing information sharing among law enforcement, providing logistical and financial support for the anti-gang task force authorized by the United Nations Security Council, and enhancing joint training initiatives.
“We reaffirmed that restoring security is essential to move toward legitimate governance and viable elections,” the OAS said in a statement. “The organization reiterated its readiness to promote both financial and in-kind assistance for Haiti’s efforts, to provide targeted technical support for election preparations, and to continue cooperation on the national identification card project.”
The meeting emphasized the need for sustained coordination, information sharing, and consensus-building among Haitian stakeholders and international partners. Participants agreed that a clear governance framework is needed once the Transitional Presidential Council completes its mandate in February 2026. This step will pave the way for free and fair elections later that year.
OAS Calls for Urgent Action on the Haiti Roadmap
OAS Secretary General Albert R. Ramdin presented an update on the Haiti Roadmap to the organization’s Permanent Council on November 5, 2025. He urged the international community to “act urgently” and outlined three immediate priorities: (1) support the restoration of security in Haiti, (2) facilitate inclusive political dialogue among Haitian stakeholders, and (3) ensure humanitarian assistance and resources reach those most in need.
- Security: implementation, coordination, and oversight of the Anti-Gang Task Force (FRG)
- Political dialogue: establishing governance arrangements beyond February 2026
- Election preparation and support
The Haiti Roadmap is a Haitian-led initiative, supported by the international community. It is coordinated jointly by the OAS, CARICOM, and the United Nations system.
It serves as a dynamic and evolving framework that links emergency measures to long-term structural reforms, with a cross-cutting commitment to human rights, the rule of law, and accountability.
The plan is structured around five pillars:
- Security and peace
- Political consensus and governance
- Electoral process and legitimacy
- Humanitarian response
- Sustainable development and economic progress
The Roadmap establishes a Coordination Group Mechanism (CGM) involving the OAS, UN, CARICOM, and Haitian authorities. It also includes the Friends of Haiti group, the OAS Interdepartmental Group on Haiti, and other interagency spaces. These groups bring together Haitian institutions and international partners. Haitian Government Reinforces Leadership in the Electoral Process
In Port-au-Prince, Haitian Prime Minister Alix Didier Fils-Aimé chaired a working session at the Prime Minister’s Office on November 12, 2025. Key national and international stakeholders involved in the election process were in attendance.
The meeting aimed to foster stronger dialogue and ensure that all parties coordinate their efforts effectively and transparently.
A statement from the Prime Minister’s Office stated that the initiative demonstrates a broader commitment to dialogue and accountability. The goal is to guarantee political stability and return to constitutional order through the ballot box.
Prime Minister Fils-Aimé emphasized the importance of “transparent and continuous collaboration between Haitian institutions and international partners,” while reaffirming that the Haitian state remains fully sovereign and in control of its electoral process.
“The government is leading the electoral process and ensuring national sovereignty,” he said.
