Destino Jean-Louis, 23, is accused of killing Latosha Ann Cooper, 45, in a Walmart parking lot. Investigators say he is a Haitian national who had married her to seek immigration status, a marriage authorities later questioned.

Destino Jean-Louis, 23, has been charged with first-degree murder in the shooting death of a Walmart employee who was gunned down in the parking lot of the Cheltenham Township, Pennsylvania, store where she worked, authorities said.
Latosha Ann Cooper, 45, was shot on October 21 as she left her shift, according to NBC10 Philadelphia, which reported the case in an account by David Chang.
The U.S. Marshals arrested Jean-Louis two days later, and the Montgomery County District Attorney’s Office has charged him with first- and third-degree murder and related offenses.

Police responded around 11:30 p.m. on Wednesday, October 21, to the Walmart at the Cedarbrook Plaza Shopping Center on South Easton Road, in the Glenside section of Cheltenham, for a reported shooting, NBC10 reported. Officers found Cooper lying next to her car with a gunshot wound to the head. She was pronounced dead at the scene. An autopsy the next day determined she had died of multiple gunshot wounds, and her death was ruled a homicide.

Investigators obtained surveillance video that showed a masked man standing near a bush by the store’s entrance shortly before the shooting, according to NBC10.

A coworker who had walked out with Cooper after their shift told police the two were talking in the parking lot when a masked man approached, drew a gun and opened fire, striking Cooper, then ran across Cheltenham Avenue into Philadelphia.

Police later identified the gunman as Jean-Louis, who investigators said had previously worked at the Glenside Walmart and had been in a relationship with Cooper. Records show the two were issued a marriage license on March 31, 2025, according to NBC10.

What investigators say about the marriage

According to investigators, Jean-Louis is a Haitian national who married Cooper to secure his immigration status in the United States. The U.S. Marshals Service in Philadelphia said he had overstayed his visa and was arrested on immigration violations.

Robert Clark of the U.S. Marshals Fugitive Task Force said authorities had doubted the marriage was genuine. “I believe that status was canceled because they believed that marriage was not credible, and therefore I believe at that point the victim didn’t want to pursue the proceedings any longer,” Clark told NBC10.

A coworker told police that Jean-Louis had been fired from Walmart over his immigration issues and that he later began calling Walmart employees to ask about Cooper’s work schedule, according to NBC10. The same coworker said Cooper had told her that she physically abused Jean-Louis during their relationship. The account could not be independently corroborated, and Cooper, who is dead, cannot respond to it.

The arrest and charges

Cellphone records showed multiple trips between Jean-Louis’s Philadelphia home and the Glenside Walmart in the weeks before the killing, and placed him in the area of the parking lot at the time of the shooting, investigators said.

At about 9 a.m. on Friday, October 23, the U.S. Marshals arrested Jean-Louis at a home on the 6600 block of North 18th Street in Philadelphia. The Marshals Service said he was taken into custody for immigration violations as the prime suspect in Cooper’s killing; while searching the home, investigators said they found a sandwich bag containing 11 rounds of .22-caliber ammunition. He was charged with murder by the Montgomery County District Attorney that evening and held in federal custody before Cheltenham Township police took custody of him, the Marshals Service said.

Jean-Louis is charged with first-degree murder, third-degree murder, and other related offenses. The charges are allegations, and he is presumed innocent unless proven guilty. Online court records did not list an attorney who could speak on his behalf, NBC10 reported.
