Amnesty International is calling on the U.S. government to abolish Immigration and Customs Enforcement (ICE). The human rights organization made the announcement Thursday, pointing to what it describes as a wide pattern of abuses committed by ICE agents against immigrants.
The group said it based the demand on an in-depth investigation that documented ICE’s conduct during the immigration crackdown carried out since the start of President Trump’s second term. According to Amnesty, the report examined human rights abuses by ICE and other federal agencies in Chicago, Minneapolis-St. Paul, New Orleans and Washington, D.C.
While ICE has long carried a troubling track record, the organization said, “the scale and horror that we have witnessed since January 2025, fueled by billions of new dollars and persistent impunity, has reached new levels.”
Those practices, Amnesty argues, are doing nothing to make the United States safer.
“Masked and armed federal agents attacking people in the streets with impunity doesn’t make our communities safer — it puts everyone in danger,” Nadia Daar, executive director of Amnesty International USA, said, according to HuffPost. She added that the problem cannot be repaired from within: “ICE is fundamentally broken and cannot be fixed. For the U.S. government to have an immigration enforcement system that complies with international human rights law and standards, ICE needs to be abolished, and we need to start over.”
Since President Trump took office for his second term, ICE has killed or wounded a record number of people — the highest toll since the agency was created. The administration has vowed to deport every undocumented immigrant, and a large share of ICE agents have been deployed to areas with sizable immigrant populations. The number of immigrants held in ICE detention is also at a record high. Beyond Amnesty International, several domestic organizations have raised concerns over ICE’s operational tactics.
